Ms. Dolgin’s career in health care administration spans a twenty-year period during which time she has experienced the industry from several views including a regulatory agency (The Division of Health Care Finance and Policy), a major third party payer (Blue Cross / Blue Shield) and a premier health care provider (Beth Israel Hospital). In each of these organizations, she was extensively involved in large scale accounting projects, in-depth financial analysis and auditing of medical billing and compliance. New England Medical Billing is a logical culmination of her experience and talents. Her skills as an administrator are most effectively demonstrated in her organization and implementation of turnkey systems where efficiency and accuracy are critical. The insight of her experience auditing cost reports for the Rate Setting Commission had added value for the Municipal Administrative Claiming program. Her broad “insider knowledge” of the industry is invaluable for her clients.
Mr. Dolgin possesses the strategic experience and presence to aid clients in gathering internal support and cooperation at all levels, for the successful maximization of reimbursement from the school based billing program. With a BS in Management from Northeastern University, he has been progressively involved in growing business organization, including the start up operation and eventual sale of a service based company. He has excelled within the structure of a Fortune 100 company where he designed, organized and implemented nationwide training programs for hundreds of managers under the ISO 9000 program. For several years prior to founding New England Medical Billing, Mr. Dolgin was a National Account Manager for a major U.S. corporation.
Vice President Medical Billing Operations
Ms. Packard joins New England Medical Billing with many years of proven expertise and leadership in contracted, large-scale Third Party Medical Billing. Ms. Packard has also been recently distinguished serving as President of the South Shore Chapter of the American Academy of Professional Coders, a national Professional Medical Coding organization dedicated to the highest standards of coding practice.
Her qualifications and proficiency span a broad range of specialties including Cardiology, Emergency Medicine, Ob/Gyn, and Radiology. NEMB is delighted to include Pat as a leader on our team.
Client Services Administrator
A consummate manager, Ms. White administers the School-Based Medicaid Program including training and oversight for over forty five school systems. She also takes a lead role in developing client (and prospect) communications, and is vital to NEMB clients and prospects as primary liaison providing essential client and sales research and support.
Her professional qualifications include extensive experience in public speaking/training, communication skills, government compliance, and revenue maximization. Her educational background includes a BS in Business Management from Nichols College, and a Masters in Business Education from New Hampshire College.
